The following drafted response to Ralph Goodale requires your input and/or
response prior to posting it to his office on Sep. 1/99.

Re:	Your letter of August 26, 1999

In response to your extremely disappointing and irresponsible
correspondence cited above, the following details of the inadequacies in
your last letter are intended to initiate an immediate and responsible
elimination of this known neurotoxic and carcinogenic source, or your
resignation in the event that you prefer to continue wasting both our
environment and our health for the benefit of the industries concerned.

It may interest you to know that your comment: "that the federal
departments of Environment Canada and Health Canada have initiated a
Strategic Options Process (SOP), to address substances declared toxic." is
a comment provided by your government more than 3 years ago with exactly
nothing done to date to eliminate this known source of neurotoxins and
carcinogens.  

Your comment: "I think it is important to keep in mind the positive steps
and the achievements made to date in finding a solution. The stakeholders
" has become the earmark in all too typical political oxymorons offered as
an excuse for political inadequacies.  First of all, if the production,
sale and use of this known source (i.e., "pressure-treated" wood = PTW) of
neurotoxins and carcinogens have not been stopped and eliminated, THERE 
ARE NO POSITIVE STEPS.  

Secondly, the assembling of all the "stakeholders concerned" does nothing
less than invite the bandit, who has just pillaged our silos, to sit down
to a meal with the other innocent members of our families.  It is
blatantly evident, both from recent history and that of the past 130
years, that monetary concerns rarely (if ever) coincide with ethical
and/or moral issues concerning our health and environment (e.g.,
thalidomide, tobacco, etc.).

As you and other ministers of your government continue to ignore the facts
(provided by more than 100 independent researchers) which clearly condemn
the manufacture, sale and use of PTW, I invite you to show the courage of
your convictions as follows:
Until both the manufacture/sale/use of PTW has been banned and a safe
method of disposing of the vast stock piles of PTW which exist to date
initiated, you and all of the members of your government, as well as the
key executives of the PTW industry will drink one glass of water each day.
This glass of water will be provided by gathering a glass of ordinary tap
water, which has been poured on a piece of PTW and allowed to run over the
surface of this PTW.  As all of these "stakeholders" (as you identify
them) see nothing wrong in selling these neurotoxins and carcinogens to
the unsuspecting Canadian, they should show no objection to this
demonstration of the courage of your convictions.

If there are dissenting members of this stakeholders group, you have
previously identified, to the above proposition, the immediate stoppage of
PTW production should occur along with its immediate safe disposal.
