Halifax to host major ocean conference

HALIFAX =97 The largest collection of VIPs seen in this city since the =
G-7 Summit will meet from November 29 to December 3 at the World Trade =
and Convention Centre. His Excellency the Right Honourable Rom=E9o =
LeBlanc, Governor General of Canada, will head the delegation that will =
include a former prime minister, provincial premiers, cabinet ministers, =
pre-eminent scientists, business leaders, writers and journalists.=20


The Pacem in Maribus XXVI (Peace in the Oceans) Conference will address =
some of the greatest challenges facing the world=92s oceans today =97 =
challenges involving policy-makers, researchers and practitioners from =
diverse sectors such as fisheries, shipping and oil and gas. =
Participants will exchange information and identify new approaches for a =
cooperative program to enhance mankind=92s knowledge of development and =
management of the seas.


This will be the International Ocean Institute=92s (IOI) 26th such =
conference since the first one in Malta in 1970. It will address a =
number of critical issues facing the oceans in the next century, =
including the crisis in the world fisheries, the impact of offshore oil =
and gas development, the globalization of the shipping industry, and the =
development of Canada=92s ocean strategy.


In one of the crowning and culminating celebrations of the International =
Year of the Ocean, this year=92s conference has appropriately come to =
Halifax, which has the world=92s second largest concentration of ocean =
specialists. The conference convenors =97 a group of eminent Canadians, =
chaired by the Honourable Allan J. MacEachen and dedicated to the =
objectives of the IOI =97 will bring together a series of distinguished =
speakers including former Prime Minister of the Netherlands Dr. Ruud =
Lubbers; Canadian Minister of Fisheries and Oceans David Anderson; =
Canadian Minister for International Cooperation Diane Marleau; and =
Chairman of the Earth Council Mr. Maurice Strong.


Fisheries participants will include well known fisheries advocate and =
Premier of Newfoundland Brian Tobin; Alassane Dialy Ndiaye, minister of =
fisheries and shipping for the Republic of Senegal; Dr. Satya Nandan, =
secretary general, International Seabed Authority; Mr. Moritaka Hayashi, =
assistant director general, Fisheries Department, Food and Agriculture =
Organization of the United Nations (FAO); and a number of other esteemed =
panellists and speakers.


Addressing the issue of offshore hydrocarbon development will be Premier =
of Nova Scotia Russell MacLellan; president of Mobil Oil Canada Mr. =
Jerry Anderson; Dr. Robert Fournier of Dalhousie University; and others.








A panel bringing ship owners and operators together with shipping and =
marine law experts will explore the globalization of the shipping =
industry from both a practical and theoretical perspective; while IOI =
founder Elisabeth Mann Borgese will lead a panel discussion on =
overcoming sectoral barriers that hinder the development and =
implementation of new approaches for dealing with these critical issues.


Experts from various oceans sectors =97 in Canada and internationally =
=97 will discuss the future orientation of the oceans policy for Canada =
and the challenges Canada is facing to achieve its goals.


The International Ocean Institute organizes the Pacem in Maribus =
Conference annually to provide a forum where challenges of ocean space =
can be considered in their interconnectedness and treated as a whole. =
Advancement of "Peace in the Oceans" is the primary mission of the =
institute, since without peace neither economic or social development, =
nor the conservation of the environment can be realized.


The global conferences have become respected as milestone events in =
understanding threats to the world=92s oceans and appreciating the =
potential of ocean resources to sustain humankind.=20


The International Ocean Institute was founded in 1972 as an independent, =
international, non-profit organization. Headquartered at the University =
of Malta, the organization has offices in 10 countries around the world. =
