	The subject line does say :      "IP request: CNNA"   ...to 
which my mind takes to mean "If it's a request, what is the response 
and who should do it?"

I am assuming that the relevant action after the Editors list 
receives this note is:
	- the  EIC  takes note ;-)
	- the relevant Area Editor clues in, and remembers to add that
	  new IP to the correct index, as soon as the site is up and running.

etc.?
