Sorry if this reads as if I haven't read most of the correspondence...
addresses issues that have already been resolved, or opens old wounds...
but...

My suggestions:

1) add a y2k shortcut g)o y2k for our users and promote it using the
motd and link off the Science & Technology

2) do a quick and dirty 'graphic enhanced' CCN homepage 'in-house'

 a) add javascript to the CCN homepage to re-direct 'aware' browsers to a
     graphic-enhances homepage
 b) use the http://plus.chebucto.ns.ca colours, and layout as the starting point
and redo the 'Chebucto Plus' Logo -> Chebucto Community Net

3) leave the text homepage and website as it exists... with
responsibility for it to remain with individulas who have an interest
     in the text interface

4) Undertake the re-design of the graphic web site by sending it out as a
public competition making sure we announce it to the art college, and
any schools with we can find with a web design program, ...with a $500
   prize attached. ($300 webdesign - $200 logo)

I'm afraid that if we do this 'in house' it's going to get verry messy!

Make sure the competition judges include:

   - equal parts of CCN and non-CCN judges.

    + (1) boardmember,
+ (1) non-board CCN volunteer with open nominations and email voting
    + (1) non-CCN graphic designer
+ (1) someone from another Community Net (Hamilton, Ottawa...) who has
recently been through the redesign of a graphic website.

  - to provide a spec so everyone is working towards the same target:
stylesheets, nav buttons, CCN logo, etc...

5) Commit to re-doing the graphic website every 2 years...!
