Problems with Csuite admin account

I have a couple of questions regarding the handling of accounts.
I attempted to activate a new account and while a number of files were 
created for the account there was no entry in the /etc/passwd and /etc/shadow
files for the account.  I did find the the account in the following files:
/var/csuite/private/namedb/24
/var/csuite/private/ud1
/var/csuite/private/matchdb
/var/csuite/private/log/newacct
/var/csuite/private/log/namedb
/var/csuite/home/24

I tried using the csuite-adm to change his password but received and
answer that there is no such user.
How can I activate this user?

I also have a pending account application which is obviously bogus, how can
I remove it from the pending file?

Any word on when the upgrade will be available?
