User login directory permissions (again)

I would like to get an idea of what everyone else is doing regarding 
where users can browse to in lynx.  Ideally, I don't want them to be able 
to browse to anywhere BUT the document tree (/csuite/vnet on our system) 
or their home directory.

I've had to settle until now with trying to block off other users 
directories.  I have set the permissions on the users directory to 2750 
and this seems to work fine.  In lynx, the directories show on the left 
hand side of the screen if they are not accessible.

My problem is omewhere new accounts are being created with 755
permissions.  This allows anyone to view these new users directory trees. 
I logged in to my account at chebucto, and notice that directories show 
up in the same area whether they are accessible or not.  What am I 
missing here??

What I'm specifically talking about is:
cd /csuite/home/id/
ll
chmod 2750 david (which is my username)
