IP-FTP -> high load averages

A remote user ip 'NGB' with a cable modem managed to drive our load 
average over 40 this afternoon/evening by initiating multple batch ftp 
downloads to this PalmIII... ;-)

We'll need to do some testing and perhaps compare the ftp logs to what 
was happening with our bandwidth this afternoon between 5:PM and 6:30.

I've had contact with the individual and we should not have a problem of 
this sort again with him, ...but as IP-FTP icatches on, we should have 
some suggestions about how to manage a web site without causing serious 
problems on the system...
