Neither line is added if it already exists in the file (but the RCS
keywords are always re-expanded, by RCS itself).

It's unfortunate but the easiest way to do it is to place the lines at the
top of the file, to avoid having to parse it. If you move the lines to the
<HEAD> section, they'll stay there.
