There are a couple of issues that would need to be worked out. The
first would be a new User Agreement directed at IPs making the
organization responsible for the account and webspace, just as the
individual account User Agreement holds the individual user responsible.
This would not be difficult to do and would have the advantage over the
present system where the head of the organization may not be aware of CCN
at all. It also opens the door to communication between CCN and the
organization, and not just having the person who does the actual editing
being aware of us.
Having IP accounts being similar to the individual accounts also
simplifies the IP creation process considerably. As we now know, the
majority of dropouts from the IP process for the last three years have
been through not completing our IP creation process. (see Appendix)
Another advantage is that there are now people signing up for CCN
who never log in to the text interface at all ever. It is there available
to them if they wish to use it (and we are all familiar with the
advantages to be gained from doing this) but it is no longer a
requirement. Everything that needs to be done in a CCN account can be done
via PPP without ever seeing the text interface at all. This presents a
more familiar landscape to organizations who may have several members who
can run an FTP program but who have no one prepared to learn the text
interface.
We also lose the troublesome RCS system which while useful in its
day now has become dated. No other ISP has anything like this in place and
I for one will not miss having new pages being replaced by old pages
because the system hiccups. This also greatly simplifies any new
organization's learning curve as I have heard more than once from IP
_veterans_ RCS horror stories.
Also, a variety of admin tools suddenly become available for these
accounts once they are in member space. This allows for quicker response
times to IP problems.

Appendix: IP Account Activations and History
Note: this list is of all accounts presently in the IPdb and does not
count anything removed in the past from the db (as no records are
available on those entries. Not counted: the four IP training entries).
The first entry, Feb 1996, was when the db was created so these would be
all the IPs from pre February 1996 as well as that month's entries. No
attempt was made with this list to categorize 'inactive' IPs though this
data is now available. The count was done by personal inspection of every
IP in the db. These numbers are as of 10 August 1999. All percentages
are rounded to the nearest whole number.
Explanation of categories:
Removed: listed as 'removed' in the database. No site.
Not used: IP status listed as created but no site/empty directory.
Incomplete: IP db entry with no site and last recorded status as not
having completed process.
Moved: IP site is now on another non-CCN server.
