Telnet to chebucto.ns.ca, login as 'guest' and follow the menus to get your own account. At thend print & sign the User Agreement and send it in to the CCN Office (you can drop it off directly if you want to fast track the process). Cost is $20/year or pay-what-you-can. When our Office Manager gets this User Agreement, he activates the account. As soon as that is done, login to the CCN and continue the above process.
