ml-priv *and* ml-pub list creation now working correctly!

This AM I created a dummy IP with an ml-priv list = lstcm1 & ml-pub list =
lstcm2 and, miracle of miracles, after I sent the creation command they
have _both_ been properly created! Thanks to David P. for solving a
long-standing pain-in-the-@#%. ;->

Now can someone nuke these two lists and I'll delete the IPDB entry.
