Yes, this could be a problem. I've hacked on tq to support /dev/pts (needed for Solaris 2.x, or any other SVR4 system). But, tq is currently a major mess. We have somebody locally looking at cleaning it up or rewriting it. With a quick look, wtmp.c isn't going to care about this, but it does need some cleanup.
