Looking at the debug file, this happens every time it attempted to send
mail to the users:

+ /var/csuite/etc/mail/bin/sendmail -f
/var/csuite/etc/mail/bin/sendmail: option requires argument -f
Usage: sendmail [sendmail options]

So it thinks that it sent mail to the people in those files, but each
outgoing mail failed.

Fix that error and it should be fine..
