Good idea... but it's there already :-)

If you look at the source, you will see a great deal of commenting about
the file and its purpose.  

It is a template file for a new IP site home page, with *'s for place
holders for the relevant info that needs to be plugged-in.

It is used by the Editors (i.e. Chris Majka and his team) to help a 
new IP get started. (The editor will fill in the blanks with information
from the IPdb and forward it to the new IPE1.)

This process is not automated, I'm not sure that it could easily be.

However, some substitutions i.e. @@@WEBHOST@@@ etc. might make sense.
