http://www.washington.edu/pine/ has a lot of useful info, and will even
provide a first cut at your system-wide pine.conf and pine.conf.fixed
files, through http://www.washington.edu/pine/config/index.html

Bear in mind those are for the latest and greatest (3.96) version.  We are
testing/debugging a 3.95 with internationalization, which should be
included in our 1.0 distribution; it should be similar.  I think we set up
default versions during install, as we use automated testing that needs a
working system.

In particular, the pine.conf.fixed can supply restrictions, and pine.conf
can supply default values.  So if you specify the news host in
pine.conf.fixed, the user cannot change it.  But if you specify it instead
in pine.conf, the user will have your default but be able to change it.
Or if you leave it out of both, then the default will be no access to news
thru Pine, until the user configures it.

CCN uses tin as the main news reader, and it is invoked through a script
that fixes the news host, but we allow the users to specify a different
newshost (or the same one) through Pine.  As long as the newshost will
accept access from your site, the choice is yours.
