I just asked Carrie about this earlier with regards to lynx accessing the TQ README file. 
 She believed that unless the file has a .html extension, Apache, (the program doing the 
checking) will not return a <filename>.fr, even if there is one.

In other words, if we renamed Home.tmpl.fr to Home.tmpl.html.fr it should work.  I don't 
think this is a very good solution though. :D*

So when you asked:
