Accents not showing at the Spring Garden PAT

A member of the Fredericton Area Network wrote me to say he tried to
Telnet from Winnipeg but did not get the accents correctly. OTOH, I,
myself, tried to connect to my RCC account from the PAT at the Spring
Garden Library and did not get the accents correctly. For instance, 
the "e acute" was replaced by an "i" and so on.
