YES! This is intentional!! The idea is that our CGI interface to make - make-cgi, provides a link back to build.html when a step is finished. In order to go to the right spot in build.html, this is the link that's displayed by make-cgi: return to step-by-step... So, when make install-fr is finished, the link returns you to build.html#install-fr. Rather than go back to the place you had just come from it goes to the next step. Follow?
