The tar problem caused a zero length $CS_USERHOME/.userskel.tar which was
then causing problems with subsequent accoutn creation.  Removed.

The tar install should be fixed in the dist now.  I don't know why this
showed up now rather than before.

The csuite-cron was hanging because /etc/ptmp was left around.  Removed.
