I'm not sure. mkdirlist should be run on every execution of csuite-cron so running csuite-cron should have been enough. Another thing to note is that an individual's install directories list isn't updated until that user logs in, so you should test it by logging in as the user and trying an install rather than looking directly at the .installdirs.html file (I'd imagine you are doing the former).
