Problem with csuite login shell!!

I wasn't sure which list I should have sent this to, so I sent it to both.

I'm having a problem with modems not resetting when a user aborts their 
connection with our system.  The user process stays, and mgetty doesn't 
answer a new call till I fuser the port.

I'm using a cyclades 16 port card with sportsters 14.4:
mgetty - suggested I switch to this from the normal getty
linux (Red Hat) system - upgraded to slackware 2.0.27 as suggested
I know the modems are set properly since I'm sending the init string after
every call, and getting back an ati4 (current settings) from the modem 
after every call.

One thing I noticed.

A shell account never has a problem.  I can login to an account that has
/bin/bash in the passwd file, run /csuite/bin/shell, and I never have a
problem.  I only have a problem when /csuite/bin/shell is in the passwd file.

I know the first line in /csuite/bin/shell is /bin/sh which on my system 
is a link to /bin/bash, so the csuite shell script should be using bash
to run the script.

Has anybody else had this problem??  and
Is there any way to fix it other than the following??

I'm about to change the passwd file to call /bin/bash, and call
/csuite/bin/shell from the /etc/profile file.
What are the security risks with this??
