My question should have been more explicit :-)
users aa002, aa003 joey, joseph and custom were created by user
registration and activated. However, unless a new install/build has
been done while I went to the bathroom :-) these accounts do not
now exist in the db, in the /etc/passwd file, nowhere.
Here's the question:
Once they have been really created, what needs to be done with system
actions to ensure that these users can login?  Something has to run to
add them to the passwd file, create a $HOME directory, add them to bulk
mail.
