It is my understanding that keepalives improve the response to individual users who are browsing multiple pages on a site (good) but result in an increased network and server load (bad). Where we should draw the line is a judgement call, but we don't seem to have a high load problem right now (good). It was, however, my understanding that, for www, when a browser issued an http request with language specified as fr that Apache would honour that. Not working for Netscape 3.0. On the other hand, for reseau, Apache would force french. Behaviour on chebucto.ns.ca and halifax not specified (perhaps we could assign halifax as an "english force" mode, (change the edit above :) Discussion?
