The problem is that current versions of Pine, unlike previous versions, I believe, saves the Cf: parameter when you postpone, but do so in an "internet encoded" form, because the line is in the headers. Of course, Pine has no way to distinguish the original intention to use a file-name that includes accented characters, although it probably could do so, we just have to implement a filter on the reload routine, or else on the save routine, that cleans up the encoding.
