I do know that I have had problems with certain Terminal Programs not implementing the arrows correctly, and also it depends on which terminal emulation you are using. I am using Zterm 1.0.1, vt100, and the accents are not proberly supported, but the arrows work fine :-) on my IIci We have found instances of terminal types that are not fully supported on both Pine and Lynx, because they use different terminal emulation libraries.
