Cosmetic bug in ZMailer

A few users of ZMailer versions less than 2.99.51 have noticed a cosmetic
bug where all Date: headers in incoming mail are rewritten to the current
date & time in the current timezone.

This is contrary to the ZMailer Y2K status page, which says versions since
December 1994 never rewrite the Date: header :)

I have a patch to fix the problem, by substituting
$CS_ROOT/src/etc/zmailer/router/dateparse.c with a version from ZMailer
2.99.51 (the version we have in the CSuite 1.1 CVS tree).

I'd like to hold off until I hear back from Matti Aarnio on how to solve
the real problem, and prevent ZMailer from rewriting Date: headers at all.

This is a cosmetic bug and will not otherwise cause any problems, but it
will be fixed.
