With respect to tq (time quota)

There is a mechanism in tq to allow individual users whatever
guarantees, blackouts desired... 

Basically you assign a specific class to that user... 
(CS_ROOT/tq/usertable) ...and then set the guarantees/blackouts for that
class (CS_ROOT/tq/timetable)


With respect to idled (idle sessions)
------------------------------------------
There is the beginning of a mechanism in the idled script
(CS_ROOT/tq/idled). 

Line 96:	filter="cat"
Line(s) 43,59:	idle 600 | eval $filter | sort > /tmp/idled.ilist

If you substitute a suitable exclusion filter in place of "cat" you can
prevent idled from closing idle sessions on these accounts...

It certainly needs some work to make it user friendly... but the mechanism
is there.
