Timing out on large file downloads

Hi Dave,

On Chebucto CN, we just let the timeout happen.  We do this for
fairness (why should downloading be considered a "more important"
use of the resource than, for instance, mail? - perhaps it's less
important in terms of the CN mission.)

But all is not lost :)

If the user runs a recent Zmodem client, and sets it up correctly,
he can re-attempt the same download, and although the system will
pull in a fresh copy from the remote site, Zmodem will figure out
how far down the file the transmission was interrupted, and resume
from there.

Recent versions of Kermit can also do this, although I'm not sure if
our server has that feature enabled.

As an alternative, we allow users to stay on beyond the standard
time, if there are a reasonable number of free lines open.  (this
would typically happen between 1 and 7 am.)  Our tq system enables
this, and can be configured to give different classes of users
different limits, according to which kind of session as well.
