- Urban CAP Cluster Concept
Bernie hart explained the general nighbourhood cluster concept.
Reference: Handout entitled The CAP Neighbourhood Cluster Concept.
It is evolving that Metro HRM be divided into 12 neighbourhood clusters.
A wall map was used to indicate where these neighbourhood divisions were.
The key components of each cluster are that it has a library branch and
a junior or senior high school. Other access points will be based on the
interest and nature of the neighbourhood and opportunities that exist
within each.
- Potential Players in Dartmouth?
A discussion was held. The following outlines key points.
- The downtown Dartmouth cluster originally defined was looked at but
the map indicated that a larger geographic area was involved that included
residential areas. There was some consensus that the cluster be called
Central Dartmouth as the downtown was too limited. The Woodside area would
be included in this grouping. We need to work on bringing them in.
Suggestions were the home and school parents group and the community centre.
- How can the various mental health organizations fit into the model?
43 Wentworth street is only open at lunch but there are federal and
provincial organizations all in the Ochterloney/King St area- They include 4
mental health organizations that could work together (CMHA - Dartmouth
Branch, CMHA- Nova Scotia Provincial Division, the Self Help Connection,
Nation Network for Mental Health and the New Beginnings Clubhouse)
- DDBDC are willing to host a site. They currently have a computer
that is available
- Findlay Centre - likely has space and one computer now
- Incredible Edibles - not present - need to check interest level and
what would be next step
- Community Services - they should be included. Marion has a
directory and will forward contact numbers. Perhaps they need to have a
focus group?
- Others- How do we include shopping malls - Dartmouth Shopping
Centre and Penhorn? We need to be inclusive and keep thinking of who else
to include. The Nova Scotia Community Access Sites will become CAP sites
- We need to use existing sites as promotional tools ie: Community
Services Computers
- CAP Checklist and Applications.
Bernie distributed a checklist for evaluating and ranking CAP
proposals so all could understand what would be required. He also
distributed the Application Guide that has been used to date with the rural
CAP program. Each site will need to submit an application but there may be
common "community information" for Dartmouth Central that could be
included in all applications.

Follow-up is required with:
- others not able to attend this meeting
- through community centres- a meeting is planned for the community
zones - Bob Nauss is manager.
- Prince Arthur
- Dartmouth South/Woodside area.
We will meet again with representatives from entire area to decide on
structure/organization.
David Murdoch had an idea that was used with the Sackville Cluster group. A
checklist on what each group could bring to the table and what needs each
had could be sent prior to next meeting.
Next meeting will be end of January.
