If any part of the universe begins to= expand it will cause all of it to expand. Ditto for collapsing. What Hubble found was that outside of the Local Group of galaxies to which = the Milky Way belong, the farther away the galaxies were, the more ALL of t= he wavelengths were longer (and redder).
