Hi All,

Below you will find responses from Bird Studies Canada, Dr. Howie =
Harshaw, and Environment and Climate Change Canada concerning the =
questions I raised in this forum on eBird privacy and the questionnaire =
on birders and wetland conservation.

I hope this information will be helpful to those who have received and =
completed the questionnaire or are considering whether to do so.

Following up on Howie Harshaw's note in response to your email, I can =
add that Bird Studies Canada was not engaged in this process, and the =
contact information was shared directly by Cornell (eBird is a program, =
lead by Cornell, which also involve a great many other organizations and =
people, but in this case Howie communicated solely with Cornell and BSC =
was not approached).

We are however generally aware, and supportive, of his research. We also =
were approached last year to contribute to drafting the questions as =
part of broader consultations made by Dr Harshaw. I truly believe the =
intent is noble: understand people's motivation in contributing to =
conservation and citizen science, so we can better utlise their efforts =
to promote conservation. I, for one, look forward to seeing the results =
of his research.

That said, there was also in my view a failure in addressing the point =
you raised about how he came into possession with participants' contact =
information, and whether this was done in full collaboration with the =
the various Canadian eBird partners whether Cornell, Bird Studies Canada =
or Regroupement Qu=C3=A9becOiseaux. This is a bit unfortunate because it =
detracts from the goals of the study, which is ultimately to help =
conservation. I am convinced that Dr Hanshaw is professionally bound to =
a high standard for what he can do with the information he acquired, =
either from Cornell or during the survey.

If you have further concerns, I would encourage you to contact the eBird =
team at Cornell who will be in a better position to address your =
questions regarding their privacy policy.

I received your name and email address from eBird, who is a partner of =
this research. I am not privy to eBird's user agreements, and used the =
list in good faith. My use of the names on this list is solely to engage =
with Canadian birdwatchers to solicit their attitudes and preferences =
for the management of waterfowl and wetlands for tis particular research =
project. Your privacy is important to me. All aspects of this study have =
been reviewed and vetted by the University of Alberta Research Ethics =
Board; I am bound by protocols that preserve potential participants =
privacy. All data related to this study is confidential, and data is not =
shared beyond the immediate research team. With regard to the list =
provided by eBird, I am the only person that is using this list; no =
other researchers or research assistants have access to this =
information. When the data collection has been completed, the eBird list =
that I was provided with will be deleted and not used again for any =
purpose. Any reports, memos, journal articles, or other communications =
will present results in aggregate so that individual responses cannot be =
identified.

The survey is being conducted on behalf of the North American Waterfowl =
Management Plan (NAWMP) in order to explore and understand the attitudes =
and preferences of people who have connections to waterfowl and =
wetlands. Over the course of its history, NAWMP has primary engaged with =
waterfowl hunters; however, since 2012, it has been recognized that =
there are other people (and groups of people) that have connections to, =
and opinions about, the management of waterfowl and wetlands. NAWMP =
predicates its management and coordination of management of waterfowl =
and their habitats on science; but it also recognizes that wildlife and =
their habitats are managed in the public interest, and that successful =
management requires an understanding of people who use and value these =
habitats and waterfowl.=20

In an effort to broaden the perspectives that we hear, we have begun to =
engage with other stakeholders. We have worked with eBird so that we can =
hear from birdwatchers about a range of issues, and include =
birdwatchers' attitudes, values, and preferences in discussions about =
how best to manage waterfowl and wetlands. This survey represents our =
first interaction with birdwatchers.

You have asked who I and what my research is about. I am an associate =
professor in the Faculty of Physical Education & Recreation at the =
University of Alberta. I am curious about how people connect with =
nature, and what role(s) recreation plays in people's interaction with, =
and understanding of, nature and natural processes. My research is =
primarily concerned with outdoor recreation that takes place outside of =
parks and protected ares (i.e., Crown land). In addition to seeking =
understanding about who is engaged in outdoor recreation, why people =
seek outdoor experiences, and how these interactions with the outdoors =
affects people, I have helped to incorporate public preferences and =
values into the management of natural resources, wildlife, and land-use =
planning.

The surveys, developed for the North American Waterfowl Management Plan =
(NAWMP) are part of a larger research project, a national survey of =
waterfowl hunters and a national survey of birders in both the US  (via =
the US Geological Survey) and Canada via Dr. Harshaw.  The surveys have =
been development for 2 years and were formulated from a series of =
workshops across Canada in 2015-16.  The  purpose of the surveys is to =
collect information from the users that would help respond to the NAWMP =
goals and objectives, specifically goal # 3 =E2=80=93 Growing numbers of =
waterfowl hunters, other conservationists and citizens who enjoy and =
actively support waterfowl and wetlands conservation.  The surveys data =
will be used to help inform management choices and garner more =
information on from a continental perspective on the attitudes, beliefs =
and preferences of waterfowl hunters and birders and their engagement =

Hi All,

Yesterday, I was asked in an email from Dr. Howie Harshaw, a professor =
at the University of Alberta, to complete an online survey about birding =
and the conservation of wetlands. It was noted that I was chosen to do =
this survey because I use eBird. While completing the survey, I became =
concerned that the stated objectives of the questionnaire were not fully =
transparent, especially when I was queried as to my willingness to pay =
user fees to birdwatch on public or private wetlands.

How did Dr. Harshaw get my (and other naturens users) name and email =
address from eBird? When I log on to eBird and click on the My eBird =
tab, there is at the bottom of the right menu, under Account Settings, =
My eBird Preferences, which allows me to control if or what part of my =
eBird data can be viewed publicly. This concerns only data privacy. =
However, if I go to the About tab, and click on Privacy Policy on the =
right menu, I find the following statement: =E2=80=9CIf you submit an =
unusual observation, our team or regional editors may e-mail you to =
request more details, but your email address and contact information =
will not be sold or distributed outside the Cornell Lab of Ornithology, =
Audubon and eBird partners in regions where you are =
participating.=E2=80=9D I assume in this case, eBird and it=E2=80=99s =
Canadian partner, Bird Studies Canada, has decided that Dr. Harshaw at =
the University of Alberta is also an eBird partner and have shared our =
names and email addresses with him.

Who is Dr. Harshaw and what is his research about? According to his =
profile page on the University of Alberta website: =E2=80=9CThis project =
is being conducted on behalf of the North American Waterfowl Management =
Plan, a trilateral agreement between Canada, the US, and Mexico; I am =
working with Environment Canada and the Canadian Wildlife Service on the =
project to better inform the management and planning of waterfowl and =
wetlands across jurisdictions. This project will influence national (and =
international) policy and management strategies for the conservation and =
stewardship.=E2=80=9D

was asked in an email from Dr. Howie Harshaw, a professor at the =
University of Alberta, to complete an online survey about birding and =
the conservation of wetlands. It was noted that I was chosen to do this =
survey because I use eBird. While completing the survey, I became =
concerned that the stated objectives of the questionnaire were not fully =
transparent, especially when I was queried as to my willingness to pay =
user fees to birdwatch on public or private =
wetlands.</span><o:p></o:p></p><p class=3DMsoNormal><span =
style=3D'font-size:11.0pt;font-family:"Calibri",sans-serif'>&nbsp;</span>=

Harshaw get my (and other naturens users) name and email address from =
eBird? When I log on to eBird and click on the My eBird tab, there is at =
the bottom of the right menu, under Account Settings, My eBird =
Preferences, which allows me to control if or what part of my eBird data =
can be viewed publicly. This concerns only data privacy. However, if I =
go to the About tab, and click on Privacy Policy on the right menu, I =
find the following statement: =E2=80=9C</span>If you submit an unusual =
observation, our team or regional editors may e-mail you to request more =
details, but your email address and contact information will not be sold =
or distributed outside the Cornell Lab of Ornithology, Audubon and eBird =
partners in regions where you are participating.=E2=80=9D I assume in =
this case, eBird and it=E2=80=99s Canadian partner, Bird Studies Canada, =
has decided that Dr. Harshaw at the University of Alberta is also an =
eBird partner and have shared our names and email addresses with =
him.<o:p></o:p></p><p class=3DMsoNormal>&nbsp;<o:p></o:p></p><p =
class=3DMsoNormal>Who is Dr. Harshaw and what is his research about? =
According to his profile page on the University of Alberta website: =
=E2=80=9CThis project is being conducted on behalf of the North American =
Waterfowl Management Plan, a trilateral agreement between Canada, the =
US, and Mexico; I am working with Environment Canada and the Canadian =
Wildlife Service on the project to better inform the management and =
planning of waterfowl and wetlands across jurisdictions. This project =
will influence national (and international) policy and management =
strategies for the conservation and =
