It takes 4 years for Bald eagles to attain full adult plumage, and they can
form pair-bonds and exhibit courting behaviour before that. So they can do
that - however, nearly all young Bald eagles have at least some white on
them, except when just fledged (generally late May- June), so it's possible
your birds could have been e.g. ad. Golden. However, if they were back-lit,
all you might see would be silhouettes without any obvious color. Golden
have smaller heads and proportionally longer tails than Bald, an their
bulging secondaries give a more rounded wing shape. Keep looking!
