A little tough to say from the photo, but it looks to me like an plastic pop=
pyseed leech aka a "powerbait". Commonly used for small mouth bass fishing. T=
he only thing that's throwing me off is the stuck to your foot part. =20

Otherwise, I guess it could be the type of leech the lure is meant to imitat=
e. However that would be a new critter to me.=20
