Maybe they could be mistaken for osprey as they are quite white under wing. There is also one immature Bald Eagle that I have seen several times – once when he harassed one of the Rough-legged Hawks as he was passing by. The eagle is quite dark though so I think the RL Hawks would be easier to ID as Osprey. One other possibility - there are were two Northern Harriers in hunting the beach but not likely to be confused with Osprey. Haven’t seen them for a week or two though.
