It is fuzzy white stuff - lots in each flower. Almost like a white mould. Bees would certainly get it in their hair if they went into the flower so it is one possibility for white bees as Ian was saying. A short distance away was a group of Ladies'-tresses. Very attractive but a lot smaller than Turtlehead.
