20yrs ago in Victoria, BC the nature parks (i.e. Swan Lake) and others were concerned about the number of non-native Red-Eared Sliders being released as unwanted pets in ponds and marshes. It was felt they were competing unfavourably with native turtles. They must have been able to tolerate the mild winters of southern Vancouver Island. I have not heard anything about this since then. But as said by Fred they were banned for other reasons. 

I too had some as pets that did not thrive.
