Randy is right on, at least for great horned owls in central Alberta,  
based on banding and tracking work at a field station north of  
Edmonton -- back in the 1960s/70s those owls that were territorial  
would stay on their territories in years of hare scarcity but would  
not nest.  In Alberta the snowshoe hares are much more predictably  
cyclic in their population fluctuations, with peaks of abundance  
every 9 to 11 years, and then several years post-peak to rebuild
