The sentence below is correct but change the word "were" to "are" - they are 
still there.  The City spent quite a bit of money this summer/fall in 
weeding and pruning them.  All they seem to do is collect a lot of rubbish 
thrown out of car windows or blown in from the fast food outlets.  However, 
when in bloom, they do provide a touch of colour on an otherwise pretty 
bleak landscape.
