I just googled Niger Seed and this is one of the results:

It mentions that birds will not eat it if it has dried out.  Perhaps =
that is the solution to my question.  Places like Canadian Tire may have =
it on the shelf or in the system for a long time.  Perhaps seed dealers =
would have fresher stock?
