"Football shaped" also eliminates backswimmers and water boatmen (and I'm pretty sure a 2 cm waterboatman would be huge). My suggestion would be one of the mid-sized Predaceous Diving Beetles, e.g. see figure nine at: http://www.waterbugkey.vcsu.edu/php/familykey.php?idnum=1&o=coleoptera1a&type=family And these insects also fly well.
