Quite. There are as many different interpretations of what =20
'precaution" should mean as there are political perspectives on the =20
reason to be cautious. It's an attractive idea but there is no =20
consistency with how it is applied.

for Policy Alternatives, Canadian Council for International Co-=20
operation, Canadian Federation of Nurses Unions, Canadian Federation =20

Alliance, Canadian Union of Public Employees, Council of Canadians, =20
Union of British Columbia Indian Chiefs, Fair Vote Canada, Inter =20

Secondary Teachers' Federation, Oxfam Canada, Syndicat des =20
