I have seen people put a cage around their feeders made of lobster trap wire 
that lets the small birds in but not the large birds.  There needs to be 
enough room inside so the feeders are away from the wire.  If you put a 
solid bottom in it then the seeds won't accumulate on the ground for the 
pigeons but inside the cage.  It can be removed and cleaned.  A large 
swinging door allows access to the feeders inside - essentially a wire 
lobster trap without the divisions.  Anyone who makes lobster traps has the 
material to construct these or there may be similar material found at 
hardware stores. You may need to change how the feeders are suspended but it 
could be worth a try.  Some people have had great success, others not so but 
it is perhaps how the feeders are arranged inside the cage.
