Especially during Fall migration we get quite a few peregrines here in the province, merlins numbers are also a bit up due to the season. And falcons can soar and glide, for sure long enough for a observer going by in a car. As you already pointed out judging size without reference structures is tricky and therefore shouldn't be a #1 ID criterion.
