Hi, Nancy -- crows definitely are consummate omnivores, meaning they  
will eat just about anything and will be opportunistic about it too.   
I'm sure they do eat snakes, and probably the best candidate for what  
you saw was a garter snake.  Regarding eels as possible prey, I would  
never rule it out.  And you might know that eels can come out of the  
water (mostly at night?), can breathe through their mouths, and can  
forage for terrestrial prey as well as move from one water body to  
another -- amazing beasts!
