Although I have never seen this behaviour before, I have heard they do it to make the bread easier to digest. The same may apply to the other food items you've seen them soak.

I have seen one do that, but this time it was a starling rinsing a French 
fry in a puddle. It was rather salty.  After having two bites, the bird took 
off...  Maybe the crows found food too salty, eh?
