I'm not sure that there is any correlation here. In general, at least in this region, I don't believe that prolonged cold (or lack thereof) has any effect on bugs (at least the kind that 'bug' people). Generally, lack of snow cover is apt to have more of an effect on hibernating insects since this can lead to desiccation. If severe cold, during a period when snow cover was absent, does kill some insects, they are as apt to be beneficial species as they are problematic ones.
