The seals were mistaking them for jellyfish, and often then dying and becoming extremely sick. Publicity around this made people realize the consequences, and they stopped releasing these "fun" balloons into the atmosphere. Perhaps we should remind Sen. Bryan A. Joyce of this, and show his constituents (some of whom are no doubt anti-seal hunt) those pictures.
