I'm pretty sure not. If you look carefully at the leaves you'll see the palmately compound leaves, most leaflets are tri-lobed, and have relatively large and blunt teeth. The leaflets themselves have short or no stalks at all. All of these features are characteristic of Scotch Lovage (Ligusticum scothicum). If you look at the leaves of Seaside Angelica (Angelica lucida L.) you'll see that they are more finely, almost pinnately, divided. Most of the individual leaflets are single and not tri-lobed, and many are on rather long-stalks - quite different from the leaves pictured in the photographs. Cheers!
