(And they do pay expenses!) _____________________________________________________________ Natural Resources Strategy Project Committee Terms of Reference August 28, 2007 On May 1, 2007 the Department of Natural Resources announced a three-year process to develop a new strategy governing Nova Scotia's natural resources. The strategy will include four key components: forests, minerals, parks and biodiversity (the connectedness and diversity among and within plant and animal species in an ecosystem). This strategy is a key element of the overarching plan that our government has articulated for Nova Scotia. The corporate plan speaks to the importance of taking steps to seize economic opportunities and investing in resources to position Nova Scotia as a sustainable, competitive society. The natural resources to be examined here are examples of natural capital that, if effectively managed, will help to sustain the economy, the environment and the long-term quality of life for Nova Scotians. Voluntary Planning will conduct a process to involve citizens in shaping the future of these four key provincial natural resources. Hearing from a broad spectrum of Nova Scotians on the things they value about the resources we all share will allow government to make more informed decisions concerning the long-term directions. The public engagement process will lay the foundation for later work in developing the needed strategy. Mandate The development of a long-term strategy that will address the four natural resource components of minerals, forests, parks and biodiversity will be divided into three phases: Phase I: Public Engagement Phase II: Impartial Panel Phase III: Departmental Strategy Development A Voluntary Planning project committee of volunteers will lead the Phase I public engagement process and produce a report on key findings, themes and high level priorities, based on input from citizens, stakeholders, experts and worldwide research. In Phase II, an external, impartial panel (or panels) will be charged with using this information in the furtherance of this work. Phase III will be the responsibility of the department itself - to actually write the new strategy with the benefit of Phases I & II. Public Engagement and Voluntary Planning Voluntary Planning provides citizen-based input to government on policy issues affecting the lives of Nova Scotians. To do so, it draws on the expertise of volunteers who seek, hear, consider and deliberate on input and thought gained through various forms of public engagement. This approach is rooted in the belief that democracy is strengthened when the public is engaged in an inclusive and transparent policy process designed to produce advice to government and fellow Nova Scotians. To this end, Voluntary Planning strives to include all Nova Scotians geographically, sectorally and socially; and to operate in the service of government's policy needs but at arm's length from government. Finally, the process is transparent so that it is fair, and is perceived to be fair, in representing the views of Nova Scotians. Responsibilities of the Committee The Natural Resources Strategy Project Committee will carry out the following responsibilities in achieving the objective of a final report: 1. Review worldwide research on strategies related to forests, minerals, biodiversity and parks, as well as research on community engagement processes related to the development of these strategies. 2. Review background documents prepared by the Department of Natural Resources. 3. Involve stakeholders in the development of a public engagement process. 4. Develop a communications plan with emphasis on engagement, education and awareness. 5. Develop a discussion paper/work book to facilitate public input. 6. Convene public conversations on the future of specific natural resources, namely forests, minerals, biodiversity and parks. 7. Invite further views through a variety of communication channels. 8. Receive and review results of the public engagement process. 9. Prepare a report on key findings, themes and high-level priorities. 10. Present findings to an impartial strategy panel, acting on behalf of the Minister of Natural Resources, which will serve to inform Phase II of the Department's strategy development process. 11. Present findings to all party caucuses. 12. Release the report to the public. Committee Volunteers The Natural Resources Strategy Project Committee will be made up of 12 volunteers who care about the future of Nova Scotia's natural assets. They will participate as individual citizens, not representatives. They will lead the project - setting direction, engaging the public, analyzing information, and reporting on their findings. Profile of Committee Members: * extensive experience as volunteers * many community affiliations and connections * ability to work with a team to listen to others * commitment to public engagement in public policy development, using inclusive and transparent engagement approaches * strategic thinkers * publicly credible * willingness to commit time and energy over a 15 month period * willingness to use e-tools, such as e-mail, and other innovative methods Committee Chair The Natural Resources Strategy Project Committee will be chaired by a volunteer who will work collaboratively with the Voluntary Planning Executive Director and Project Coordinator. The Chair will act as spokesperson for the Committee, based on the communication plan and decisions made by the Committee and the Voluntary Planning Board of Directors. During this time, the Committee will meet at regular intervals as required. The public interface period is planned for January to June 2008. Resources for the Natural Resources Strategy Project Committee The Natural Resources Strategy Project Committee will be supported by a staff team led by the Voluntary Planning Project Coordinator. It will have a budget that will enable a proactive and inclusive public engagement process to be used to accomplish its work. Reporting and Accountability The Natural Resources Strategy Project Committee will report to the Board of Directors of Voluntary Planning as requested about its engagement work and final report. The Board of Directors is ultimately accountable for the work done by project committees operating under its auspices. Recruitment and Selection of Committee Volunteers Committee volunteers will be chosen on the basis of ability, experience and the degree to which they help the team reflect the diversity of Nova Scotia's society. Voluntary Planning welcomes suggestions for Committee members. Voluntary Planning will select the Committee Chair and other members. Volunteers will be eligible for reimbursement of travel costs incurred as a participant on the Committee.
