Hi Jeannie,

These are not flies but adelgids (Homoptera: Adelgidae), closely  
related to aphids. These ones are probably in the genus Pineus. which  
are common on conifers. Adelgids produce whitish flocculence which is  
sometimes attached to their bodies and sometimes produces wooly  
patches on the foliage of trees. I don't believe that aphids (there  
are similar species of aphids that are found on conifers) produce  
flocculence.
